In connection with the continuing spread of a new coronavirus infection, and according to decrees of the Chief State Sanitary Doctor - head of the branch of the Central State Sanitary Inspection № 1 FKUZ MSCh-72 FSIN of Russia in institutions of UFSIN of the Russian Federation in the Tyumen region a number of restrictive measures aimed at preventing the spread of the disease among suspects, accused and convicted persons, and employees and workers of the penitentiary system.
All visitors (representatives of the federal executive authorities, the Public Oversight Commission, lawyers, investigators, and other persons) are allowed into the guarded area only wearing personal protective equipment.
We ask the relatives of persons held in institutions of the penal system to treat with understanding to the current sanitary and epidemiological restrictions. Their cancellation will be reported additionally, including on the official website of UFSIN of the Russian Federation in the Tyumen region.
Short-term visits
Short-term visits are provided to suspects, accused and convicted persons in all institutions subordinated to UFSIN of the Russian Federation in the Tyumen region.
Short-term visits are carried out in special rooms (short-term visits) equipped with safety glass and intercom. It is mandatory for visiting relatives to have personal protective equipment (masks to protect the respiratory system and gloves) and to maintain a social distance (at least 1.5 meters). In case of violation of the procedure for the use of personal protective equipment and measures to prevent viral diseases, the short-term visitation is terminated prematurely.
Visitors with visible signs of acute respiratory illness or high body temperature are not allowed to visit. At the entrance to the facility there is an entrance health check for visitors with body temperature measurements.
Long visits
From October 12, 2020, in the institutions of UFSIN of the Russian Federation in the Tyumen region, inmates will be allowed long visits with their relatives only if they have a certificate that they have no contact with patients or those suspected of having a new coronavirus infection (COVID-19), issued by civil health institutions at the place of living. The period of validity of the certificate is 3 days from the date of issue.
Before the start of the visit, relatives of inmates will have to undergo an entrance health check with the measurement of body temperature. It is also necessary to have the personal respiratory protection equipment (mask).
Visitors with visible signs of acute respiratory illness and (or) increased body temperature, without a certificate and personal protective equipment will not be allowed to visit.
If visitors or inmates show signs of acute respiratory illness and (or) increased body temperature, long visit will be immediately terminated.
In common areas (kitchen, corridor, etc.), relatives and inmates will be required to wear masks and maintain a social distance.
Reception of parcels and packages
Reception of parcels and packages has resumed in all facilities. In order to prevent the spread of a new coronavirus infection (COVID-19), preventive measures are taken when receiving packages and parcels. The packages are accepted with the use of personal protective equipment. Parcels, packages and other correspondence are treated with disinfectants before delivery to inmates.
Food is accepted only in the manufacturer's packaging (factory packaging with indicating expiration dates and temperature storage conditions), subject to wet treatment with disinfectants recommended for viral infections. It is forbidden to accept food in bulk without packaging.
Reception of citizens
Reception of citizens on personal matters is suspended in all institutions. For all questions, citizens may apply in writing by mail or through the Internet reception desk of UFSIN of the Russian Federation in the Tyumen region.
In order to minimize the risk of entry and spread of infection among the convicts to forced labor, it was also decided to suspend their annual vacations, short-term trips and the right to spend weekends and holidays outside the correctional center.
Medical workers are on duty 24 hours a day in each institution, and all necessary medications are available. All units of the penitentiary system of the region are provided with personal protective equipment.
The sanitary-epidemiological situation in the institutions of UFSIN of the Russian Federation in the Tyumen region is stable and is under constant control.
