UFSIN of the Russian Federation in the Arkhangelsk region reports

From 29.03.2021 the provision of long-term visits between convicts and their relatives will be resumed in the institutions of UFSIN of the Russian Federation for the Arkhangelsk Region. Visits will be carried out under certain conditions.

From 27.04.2021 all additional restrictions were cancelled in FKU CC-29 UFSIN of the Russian Federation for the Arkhangelsk Region due to the improvement of the epidemiological situation, long meetings of prisoners with their relatives were resumed.  

In accordance with the decision of the operational staff of UFSIN of the Russian Federation for the Arkhangelsk region №35 of 22.03.2021 in the institutions of the penal and correctional system of the region long-term visits are allowed in compliance with sanitary and epidemiological (preventive) measures. Long visits are provided in accordance with the schedules approved by the heads of institutions.

The provision of visits to inmates will be carried out taking into account the occupancy of the long-term visitation rooms not more than 1/3 of the number of all rooms in the institution. Admission to visits is carried out only in the presence and use of personal protective equipment (medical masks, disposable gloves).

At the entrance to the visit there will be organized an entry control of the health of relatives with the measurement of body temperature. Visitors with high body temperature and visible signs of acute respiratory disease are strictly prohibited from entering the facilities of UFSIN of the Russian Federation for the Arkhangelsk region. Institutional staff will monitor the use of personal protective equipment by relatives during visits.

All visitors staying for a long visit to the institutions of UFSIN of the Russian Federation for the Arkhangelsk region must submit a certificate of absence of contact with infectious diseases from the medical organization at the place of residence, issued not earlier than five calendar days before arrival for a long visit, as well as one of the following documents confirming the absence of a new coronavirus infection (COVID-19):

- a certificate with a negative polymerase chain reaction test result for a new coronavirus infection (COVID-19), issued not earlier than three calendar days prior to arrival for the long-term visit;

- certificate of positive serum IgG antibody laboratory test results, issued not earlier than three calendar days prior to arrival for an extended visit;

- certificate of prophylactic vaccination against COVID-19.

During the long visits, the staff of UFSIN of the Russian Federation for the Arkhangelsk region will organize daily measurement of the body temperature of relatives and inmates who are on a long visit. In case of detection of persons with signs of acute respiratory disease and (or) increased body temperature, the long-term visit will be immediately terminated. Convicts and relatives are required to wear personal protective equipment (masks, gloves) when in common areas.

Regime-restrictive measures are aimed at combating the spread of coronavirus infection and preventing the spread of the disease among suspects, defendants, convicts and employees of institutions.

In addition, since 29.03.2021, short-term visits will be provided to inmates taking into account the occupancy of the premises not exceeding 50 percent and ensuring the principle of social distance. Admission to meetings is carried out only in the presence and use of personal protective equipment (medical masks, disposable gloves). We remind you that short-term visits are also provided strictly by appointment. Meetings with lawyers are held in the rooms of the investigation rooms (through the glass) only in the presence of personal protective equipment (masks to protect the respiratory organs and gloves).

Acceptance of packages and parcels in the institutions shall be carried out in accordance with the schedule of the room of reception of parcels, but with the mandatory observance of additional sanitary and epidemiological (preventive) measures.

Starting from March 29, 2021, convicts sentenced to forced labor will be allowed short-term trips and the right to spend weekends and holidays outside the isolated area functioning as a correctional center within the boundaries of the municipality where it is located.

On May 24, 2021, to resume providing convicts sentenced to forced labor with leaves of absence from correctional centers on condition of being in the territory of the Arkhangelsk region and having a document confirming the full course of vaccination against the new coronavirus infection (COVID-19).

We ask relatives of suspects, accused and convicted persons to treat with understanding to the introduction of restrictive measures. Their cancellation will be announced additionally, including on the official website of UFSIN of the Russian Federation in the Arkhangelsk region.

Also, personal reception of citizens by the management of the Department, correctional institutions and detention facilities has been resumed. Reception is carried out with the use of personal respiratory protection and compliance with the principles of social distance of at least 1.5 m.
