There are no cases of coronavirus infection among suspects, accused and convicts held in the institutions of the Federal Penitentiary Service of Russian Federation on the Komi Republic.

In correctional institutions and pre-trial detention centers of the Federal Penitentiary Service of Russian Federation on the Komi Republic, restrictive measures continue to operate in connection with the spread of a new coronavirus infection and an increase in the incidence rate in the region.

There are still restrictions on the reception of parcels (except for parcels of medical content with medicines and medical supplies), the provision of long visits with relatives, and the holding of business, sports and cultural events in institutions.

In accordance with Part 2 of Article 50 of the Federal Law of March 30, 1999 No. 52-FL "On the Sanitary and Epidemiological Welfare of the Population", officials exercising federal state sanitary and epidemiological supervision in the event of the threat of the emergence and spread of infectious diseases and mass non-infectious diseases (poisoning) have the right to give instructions to citizens and legal entities on the conduct of additional sanitary and anti-epidemic (preventive) measures. Chief state sanitary doctors and their deputies, along with the rights provided for in Article 50 of this Federal Law, in the event of a threat of the emergence and spread of infectious diseases that pose a danger to others, may make reasoned decisions on the introduction (cancellation) of restrictive measures in organizations and at facilities.

In pursuance of the decree of the chief state sanitary doctor of the Federal Penitentiary Service of Russian Federation dated 20.06.2020 No. 865 from 26.06.2020 and until further notice in the institutions of the territorial bodies of the Federal Penitentiary Service of Russian Federation and in the pre-trial detention centers of the Federal Penitentiary Service of Russian Federation, the provision of short-term visits has been resumed.

The provision of short-term visits is carried out with the use of personal protective equipment (masks for respiratory protection and gloves) by all participants of the meeting and by the staff of the penal system. In cases of detection of violations of the procedure for using personal protective equipment by the parties, the meeting is immediately terminated.

Meetings of convicts with persons providing legal assistance and participating in judicial investigative actions are provided, as before, after thermometry in the room of short-term meeting rooms through glass, with all personal protective equipment (masks, shoe covers, gloves).

In order to prevent the incidence and spread of diseases caused by coronavirus infection, a set of other sanitary and anti-epidemic (preventive) measures is being carried out in all institutions of the penitentiary system of the Komi Republic, and round-the-clock monitoring of the situation is organized. All institutions of the Federal Penitentiary Service are fully provided with the necessary medicines, medical equipment and personal protective equipment.

Thanks to the measures taken, the epidemiological situation in the Federal Penitentiary Service is favorable.

It should be noted that representatives of the Public Observation Commission of the Komi Republic pay close attention to the anti-epidemic measures carried out in the penitentiary institutions during visits to correctional facilities, which this year conducted 9 relevant inspections.
