Despite the fact that Moscow was the first to face the threat of the spread of diseases caused by a new coronavirus infection, Department of the Federal Penitentiary Service of Moscow took all the necessary measures to protect citizens in custody, as well as employees and employees of the penal correction system from it.

Therefore the worsening epidemiological situation in the region, from March 31, 2020, the special conditions regime was introduced in the Department of the Federal Penitentiary Service of Russia of Moscow. All but two of the pre-trial detention centers stopped accepting new suspects, accused, and convicts. At the same time, in institutions that are open for admission, the content in the quarantine department of new entrants has been increased to 20 days.

During the quarantine period, visits to relatives at all institutions of the capital, receiving parcels (except for drugs), conducting business, sports, and cultural events were suspended. Suspended participation of suspects, accused and convicted in court hearings and investigative actions with travel outside the institution. Court hearings are held in videoconferencing mode.

A special procedure for admission to institutions has been introduced for investigators and lawyers. Meetings of suspects, accused, convicted with lawyers and judicial investigative actions with investigators are held in the rooms of short-term visits rooms (through glass). In exceptional cases - if available offices of institutions in the presence of sets of personal protective equipment. After the visit, the offices are treated with a disinfectant solution.

The employees of the detention centers were transferred to a two-week work schedule without the possibility of going outside the institutions. At the same time, employees entering the next shift are on self-isolation. Before a shift, all employees pass tests on COVID-19 and may be work only according to the results of testing and thermometry. All employees admitted to the service are provided with personal respiratory protection equipment and protective suits.

In each institution, the frequency of ongoing disinfection, ventilation, and air disinfection with bactericidal irradiators has been increased. Vehicles entering the facility are treated with a disinfectant solution.

Disinfecting barriers (mats or mats soaked in disinfectant solution) are placed in the passage through the checkpoint to allow people to enter the facility.

Increased the number of visits of medical personnel. When identifying persons with signs of a respiratory disease, they are sent to a pre-trial detention center № 1 of Moscow, where a separate medical unit (a separate building) has been prepared for their treatment. Personnel who take charge of the sick serve exclusively in suits of the appropriate protection class.

The detection of new cases of diseases among employees is also under constant monitoring, the recovered employees timely start work.

The proposed work scheme prevented the spread of a new coronavirus infection, while avoiding emergency incidents and deaths from diseases caused by COVID-19, among suspects, accused, convicted persons and employees of the penal correction system.

The methodological recommendations prepared by the Department of the Federal Penitentiary Service of Russia of Moscow, set out the activities stage-by-stage that were carried out in the territorial authority due to the complication of the epidemiological situation in the region. In addition, with the help of photographs, it is clearly demonstrated how the service is carried out by employees of pre-trial detention centers in a pandemic. For example, what a protective suit of employees and visitors looks like, how thermometry is carried out, the issuance of masks to protect respiratory organs, antiseptics and disinfectants, how the personnel are instructed under special conditions.

A special section is devoted to activities related to the disinfection of premises and facilities located on the premises of the institution, including during sanitary days, which are held at least once a week with the involvement of special equipment of the Ministry of Emergencies and municipalities. Another section shows the procedure for accommodation and accommodation of duty shift employees, how they are organized and the conditions of service.

The experience of the Department of the Federal Penitentiary Service of Moscow in organizing the work of institutions during anti-epidemiological measures to counteract the spread of a new coronavirus infection was recognized as positive and, for example, was sent to all territorial bodies of the FSIN of Russia.
