Due to the continued spreading of new coronavirus infection and in accordance with the requirements of the article 48 of the Federal law of 15.07.1995 № 103 “On the detention of suspects and accused of committing crimes” special conditions were introduced in pre-trial detention centers located in Moscow since 03/31/2020 and until further notice,

From this day on, the reception of suspects, accused and convicted persons will be carried out only by SIZO-7 UFSIN of Russia in Moscow. Besides, in all penal institutions of Moscow, the acceptance of packages was suspended until a special order. Also during this period, the export of suspects, accused and convicted persons to judicial investigation was suspended too. In accordance with the sanitary and epidemiological requirements, restrictions are set on the admission of lawyers and other visitors to the Moscow pre-trial detention centers.

Since March 31, employees of pre-trial detention centers were transferred to a two-week work schedule. Over the course of 14 days, workers who take the shift will remain in the centers.

Such measures are dictated by the need to protect suspects, accused and convicted persons in pre-trial detention centers from the infection.

Recall that earlier, on March 16, 2020, the Chief State Sanitary Doctor of the Federal Penitentiary Service of Russia issued a resolution according to which the provision of long and short-term visits with relatives was suspended in the institutions of the territorial bodies of the Federal Penitentiary Service of Russia and the pre-trial detention centers of the Russian Federal Penitentiary Service.

Besides, in order to prevent the introduction and spread of diseases caused by the new coronavirus, a complex of other sanitary and anti-epidemic (preventive) measures is organized and implemented in the institutions of the penal system of the Russian Federation.

In case of detecting of symptoms of illness or suspicion of a new coronavirus infection inside the facilities, the heads of the territorial bodies of the Federal Penitentiary Service of Russia are instructed to organize hospitalization to the state and municipal health system facilities.
